Summary

Southern University at Shreveport, Louisiana (SUSLA) is accepting applications for the Dean of Workforce Development. SUSLA is a comprehensive community college serving Shreveport, Bossier City, and surrounding areas in Northwest Louisiana. It is one of five campuses constituting the Historically Black Southern University System. The University serves approximately 3,000 undergraduate students and offers 32 undergraduate degrees and certificate programs in a variety of fields including Allied Health, Nursing, Aerospace Technology, Business Studies, Behavioral Science/Education and Science & Technology.

 

The Dean of Workforce Development, provides university-wide leadership and administration for all activities of the community and workforce instructional areas which include centralized non-credit instructional units: Continuing Education, Community Education Programs, and two non-instructional centralized unit: One Stop Operations and Career Services. The Dean will be responsible for the organization, administration, continuous review, evaluation, planning, development and overall coordination of all noncredit programs and services offered by the SUSLA. Provides vision for instructional program development and entrepreneurial growth opportunities for professional continuing education, and new non-credit instructional programs that meet local workforce needs. Leads and implements customized continuing education training opportunities to meet industry needs through Louisiana Economic Board funding, federal and private opportunities in alignment with high growth and high demand sectors. Develops internal and external partnerships to articulate continuing education-to-credit career pathways and will manage, implement and monitor instructional quality, and compliance for all community and workforce instructional areas.

 

Responsible for the design, execution and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets, are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.

 

Manages Talent Engagement activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling, and performance evaluations.

 

PRIMARY RESPONSBILITIES: 

  • Serve as a member of the Vice Chancellor's Team and works with Academic Affairs and Workforce Development leadership to insure the mission and goals of the department are implemented efficiently and effectively.
  • Provide vision, leadership, maintain partnership relationships, and serve as the designated college representative with employers, agencies and regional workforce initiatives to ensure program development and non-credit instructional courses align with workforce needs.
  • Provide vision, leadership, maintain and negotiate partnership relationships with employers, apprenticeship partners, and other entities involved in workforce education, including contractual agreements reviews and renewal processes.
  • Provide leadership planning and development of partnerships with employers regarding customized non-credit workforce training federal and state grants.
  • Ensure workforce unit curriculum meets the requirement of the Louisiana Board of Regents as outlined in state/board policy.
  • Develop, implement, and maintain a Strategic Plan, Annual Unit Plan and Assessment process for all areas of supervision on behalf of the university. 
  • Assist with college and career readiness strategic planning in collaboration with academic and student affairs.
  • Oversee and manage the development and maintenance of all noncredit operational procedures to insure compliance with internal policies and external agencies. 
  • Work closely with other administrators, faculty, and staff in a team structure to ensure positive cooperation and support and to enhance strategic planning for the university.  Perform other duties, tasks and assignments as required. Attend professional development conferences needed to perform duties and responsibilities.
  • Interact with deans and academic officers to share programming innovation and faculty. 
  • Perform other duties as assigned.

 

REQUIRED EDUCATION AND EXPERIENCE:

  • Master’s degree from an accredited university or college within a related field required
  • 7 years combined experience in continuing education, corporate training, or workforce development and administrative operations, state and federal grants planning and implementation, contracts and partnerships required
  • Proven track record of revenue generation and partnership development with industry
  • Experience in performance assessment of program, partnerships, and working with cross-functional team management preferred
  • Experience aligning programs and services to meet community needs.
  • Proficiency in Microsoft applications (Word, Excel and PowerPoint)
  • Strong communication (written and verbal), organizational and interpersonal skills, and a collaborative approach to working with students, colleagues and partners
  • Eligibility for a Louisiana Driver's License

 

PREFERRED QUALIFICATIONS: 

  • Doctoral degree from an accredited college or university
  • Five years of progressively responsible experience in developing, implementing and managing workforce development programs and/or new programs in a college, university, or equivalent setting.
  • Department of Labor (DOL) apprenticeship programs

 

SALARY:

$50,000- $55,000
